Analysis Codes (more on Analysis Codes: #ANLWAC01) can only be deleted if there are no charges or receipts recorded against them. In other words, if you have a 'Padlock' charge analysis code and you have sold a few padlocks to Customers in the past, this analysis code is effectively in use - marked against those Customers accounts, and hence, will not be able to be deleted.
You can, however, set an analysis code as 'inactive', meaning it can no longer be assigned to Customers as a charge or receipt (which is a much safer option in terms of database integrity). How to make an Analysis Code inactive: #ANLIAC01.
